Actually it sounds like rabbits to me.  Find a good animal repellent.  In the meantime, mix 1 gallon water, 2 raw eggs and about 1/2 tsp of tabasco sauce and spray the area of the tree that’s being destroyed.  You’ll have to spray after a rain too.
